Revelation 17:18
And the woman which thou sawest is that great city, which reigneth over the kings of the earth.
The angel now makes the picture plain. The woman is not merely an idea. She is connected to a real city, a city that exerts influence over the kings of the earth. The most natural historical reference would be Rome, the city long known for its seven hills. John is showing us a religious system clothed in splendor, intoxicated with power, and reaching far beyond the walls of one local church into the affairs of rulers and nations.
We do need to be careful here. Rome is not the same thing as every Catholic believer. There are true believers in many denominations. There are dear saints in Catholic churches, Baptist churches, Lutheran churches, Methodist churches, Orthodox churches, and places all across the Christian world who truly belong to Jesus Christ. The issue in Revelation 17 is not the salvation of sincere believers who love the Lord. The issue is the final form of a false religious system that remains after the true church is taken out of the way.
That helps us read this chapter with both clarity and charity. John is not telling us to sneer at people. He is warning us about a system. After the church is caught up, what remains of organized religion will be ripe for manipulation. What once carried prestige and influence will become a tool in the hands of Antichrist. It will appear powerful. It will look untouchable. It will seem as though it has the ear of kings. But it will not be in control for long.
History gives us a striking picture of how fragile that kind of religious power really is. In 1804, Pope Pius VII came to Paris for Napoleon’s coronation, no doubt understanding that the one who places the crown upon the ruler holds a place of great influence. But in a stunning moment, Napoleon took the crown into his own hands and crowned himself. The message could not have been clearer. He would not be ruled by Rome. He would use religion when it served him, but he would not bow to it.
That is the direction Revelation 17 points us. The final world ruler will not remain under the authority of the religious system that helps lift him up. He will use it, then discard it. He will allow it to ride for a season, then strip it of its glory. The woman will think she is steering the beast, but the beast will turn and devour her. That is the way evil works. It flatters, then consumes. It promises partnership, then seizes power for itself.
There is a warning here for every age. Religion without submission to Jesus Christ may look impressive, but it is hollow at the center. Ceremony cannot save. Tradition cannot save. Political influence cannot save. A church may have wealth, architecture, history, titles, and a global voice, yet still be empty if it has drifted from the simplicity and purity of devotion to Christ.
And there is comfort here too. No counterfeit system will stand forever. However dazzling it looks, however deeply it is woven into the machinery of the world, its end is already written. Jesus is not threatened by it. His church will not be replaced by it. His gospel will not be buried under it. What is false may reign for a moment, but only truth reigns forever.
So the call for us is simple. Stay close to Jesus. Love His Word. Walk in humility. Refuse the lure of outward religion without inward life. Because in the end, every man made system that exalts itself will fall, and only the kingdom of our Lord will remain.
